3-man Syndicate Arrested For Impersonating EFCC, ICPC

Operatives of the Uyo Zonal Office of the Economic and Financial Crimes Commission, EFCC, has arrested three men in Uyo the Akwa Ibom State Capital, for allegedly impersonating operatives of both the Economic and financial Crimes Commission, EFCC and the Independent Corrupt Practices and Other Related Offences Commission, ICPC. The arrested suspects are Norbert Rampa, 51; Patrick Essien, 50; and Gabriel Daniel, 32.

Rampa, Essien and Daniel, along with other members of their team had paid a courtesy visit to the Commissions office in Uyo, on September 19, 2018, under the Grassroot Development Advocacy Initiative (GDAI) which they claim was a registered organisation, under the auspices of National Anti-corruption Coalition (NACC).

During that visit, their National Director, Essien, spoke extensively on the several trainings that their members had gone through to ensure grassroot engagements in budget processes, aimed at sustaining the fight against corruption. Rampa who introduced himself as the Director of programmes emphasised on their 'robust' collaboration with the ICPC, with an unsettling request that they be granted operational powers, to which the zonal head refused and advised them to report all perceived corrupt practices to the Commission.

But the team paid no heed to that advice as some of its top ranking members embarked on various levels of forgery and impersonation to facilitate their criminal activities which must have been going on for years under the guise of 'Grassroot Initiative'.

The modus operandi of this criminal extortion is purely hinged on intimidation of innocent persons and extortion of same under the pretext that they were in an operational joint tax force of both the EFCC and the ICPC.

But they ran out of luck when they picked on one Aloysius Udobong, an elderly retiree for their game of intimidation and extortion.

When they initiated their move to intimidate and extort Udobong but could not, they decided to send in a fictitious petition against him to the EFCC, with well concocted claims that he was a corrupt retired public servant.

When Udobong was invited for questioning, he volunteered his statement against the 'Grassroot' trio, with documented evidence of their forgeries and false claims which instantly turned the table against them as they automatically became the suspects.

According to Udobong, sometime in 2018, the syndicate issued him a letter of investigation purportedly emanating from the EFCC and attempted to extort him, but when they discovered that he wasn't willing to comply with their financial demands, they left. But returned again to his residence in 2019 with more letters this time, showing details of all his assets and properties, threatening to prosecute him unless he "settled" them.

After his statement had been taken, Mr. Udobong also presented some of the various invitation/investigation letters which he claimed were personally delivered to him by Rampa. On seeing the forged letters, operatives of the Commission decided to carry out a search of their various apartments. The outcome of that search completely established the fact that Rampa, Essien and Daniel, had been impersonating the EFCC and ICPC in the state and beyond.

Some of the forged documents recovered from their apartments include: forged EFCC letter-headed papers; ICPC operational jackets; forged Identity cards of National Anti-corruption Coalition of ICPC/EFCC Partnership; various forged letters to individuals and organisations purportedly coming from EFCC and ICPC; forged investigation letters to First Bank of Nigeria; handwritten drafts of fake petitions against individuals; forged investigation letters from the suspects to the complainant Mr. Udobong and a Desktop computer.

Other forged items recovered include a fake letter headed paper clearly written: 'a national anti-corruption coalition (NACC) of ICPC/EFCC partnership, that captured Rampa as 'Head, Intelligence Investigator/Operations', a forged EFCC letter headed paper with the Commission's logo on the left hand side and the coat of arms on the right hand side and forged identity cards.

The trio were arrested on Friday, September 13, 2019, by operatives of the Commission in Uyo and are currently providing useful information. They will be charged to court as soon as investigations are concluded.

Court Vacates Forfeiture Order On Okorocha’s Properties

A Federal High Court sitting in Port Harcourt Rivers State has vacated a forfeiture order secured by the Economic and Financial Crime Commission (EFCC) on some properties belonging to former Imo Governor Rochas Okorocha and some members of his family.

The anti-graft agency had early this month obtained the court’s orders for the interim forfeiture of assets traced to the former governor, his wife, Nneoma Nkechi and their daughter.

The properties are: “a 16 – block 96 – flat structure and an eight – bungalow multimillion naira estate, hotel, two schools, shopping plaza, supermarket, hospital and four vehicles.

“The same were known to those close to the state as, East High College, East High Academy, Willowood Hotel, House of Freeda, Dews of Hope hospital and Market Square Supermarket.”

The commission in an earlier statement said it would like to know how Rochas Foundation and “other accomplices” acquired and or converted some of the property for personal use.

It alleged that a prima facie cases had been established against the suspects, which they would answer to.

Vacating the Order, the presiding Judge, Kolawole Omotoso, lifted the forfeiture order on some of the properties especially the schools to enable students to resume for the new academic year.

The court however made another Order restraining the respondents (Okorocha and family members) from selling any of the properties pending the conclusion of investigation by the EFCC.

The development followed the submission by Okorocha’s Lawyer, Okey Amaechi, that the forfeiture order displayed on the school gates would negatively affect resumption of academic activities in the new session, insisting that parents would be discouraged to register their children and wards in the schools.

Meanwhile the EFCC had asked the Court to exclude two of the properties earlier listed in the forfeiture order after it was discovered that they were not owned by the former governor or any of his family members.

“We have over 600 who had indicated interest. All things being equal, without any hitches, the plane will take off by 09:00 hours this Wednesday.

“The manifest for the first flight is ready, and we are working on the next flight,” he said.

President Muhammadu Buhari had on Monday called for the immediate evacuation of Nigerians willing to return home from South Africa following the latest attacks on Nigerians and other African nationals.

Buhari gave the directive when he received a report of the special envoy to South Africa, the Director-General of the National Intelligence Agency (NIA), Ahmed Abubakar.

News Agency of Nigeria (NAN) reports that the chairman of Air Peace Mr Allen Onyema, had last week volunteered to send aircraft to evacuate Nigerians who wished to return home for free.

“Air Peace is willing to support the Nigerian Government’s efforts in this matter by deploying our B777 aircraft to evacuate Nigerians back home,” Onyema said.

Mr Oyema advised the returnees against making payment to anyone for their flights to Lagos.

Onyema urged the returning Nigerians to be wary of unauthorised persons, reportedly collecting $1,000 from them, adding that none of them should pay for the flights.

He said, his airline is particularly concerned about the safety of Nigerians in South Africans following the attacks.

“We have not designated or recruited any agent in South Africa to collect money on behalf of Air Peace.

“So, nobody should pay money to anyone or group of persons posing as Air Peace agent or staff.

“Any Nigerian who has paid money for repatriation to Nigeria with Air Peace should request for a refund and report to appropriate authorities,” he said.

The Chairman, Nigerians in Diaspora Commission (NIDCOM), Abike Dabiri-Erewa, had also pledged the Federal Government’s support to any Nigerian that wanted to return home.

Mrs. Dabiri-Erewa said this after a closed-door meeting with the Senate Committee on Diaspora and Non-Governmental Organisations in Abuja.

She said that the returnees would be encouraged to enroll and participate in the various social intervention programmes of the government.

“We will encourage them to enroll in small scale entrepreneurial programmes with the Bank of Industry under the social investment programme. So, there are things that they can do’’, she said.

Presidential Tribunal: We Have Enough Evidence For Buhari’s Sack – Atiku

The presidential candidate of the Peoples Democratic Party, PDP, in the last general elections, Alhaji Atiku Abubakar, and his party have called on the tribunal to sack President Muhammadu Buhari when it finally delivers its judgement on their petition.

They called on the Tribunal to determine the petition on its merit rather than technicalities and ensure substantial justice.

The PDP and Atiku insisted that Buhari was not qualified to have contested the election and as such should be disqualified.

Mike Ozekhome, SAN, one of the senior lawyers in Atiku’s legal team, said it was the expectation of his client “that the judiciary, as the last hope of the common man, will be dauntless in addressing the substance of the petition by the peoples’ candidate, Alhaji Atiku Abubakar, in the collective quest to retrieve a stolen mandate through the legal process,” according to Sun.

“We have made a solid case before the panel. Our client, Alhaji Atiku Abubakar, has also presented his case supported by credible evidence.

“We had presented incontrovertible evidence to show that our presidential mandate was stolen. Every Nigerian now looks on to the judicial officers for justice.

“Nigerians are waiting and hoping that the judiciary will have the courage to do justice in the presidential election petition.”

Xenophobia: SERAP asks African commission to take South Africa to court, seeks $10bn for victims

Socio-Economic Rights and Accountability Project (SERAP) has sent an open letter to Mrs Soyata Maiga, Chairperson of the African Commission on Human and Peoples’ Rights and the commission’s members requesting them: “to urgently submit a case on the escalating xenophobic attacks against Nigerians and other African citizens in South Africa to the African Court on Human and Peoples’ Rights and to seek an effective remedy and reparation for Nigerian victims.”

SERAP said: “these attacks constitute serious violations of the human rights of Nigerians and other African citizens in South Africa.”

The organization also urged the commission to “seek in the case to the African Court, punitive damages and adequate compensation of $10 billion (USD) on behalf of hundreds of Nigerian victims and their families. This amount will sufficiently take into account individual harm suffered by victims.”

In the open letter dated 6 September 2019 and signed by SERAP deputy director Kolawole Oluwadare, the organization said: “This is a key moment for the commission to push to protect the human rights of the victims. The commission ought to make it clear to the South African authorities that the victims of the heinous crimes have a right to an effective remedy and reparation, which includes restitution, compensation, rehabilitation, satisfaction and guarantees of non-repetition.”
The organization also said: “For the sake of the victims, the commission should move swiftly on the matter to prevent further harm to Nigerians and other foreign nationals in the country. Unlike for individuals and NGOs, the African Court Protocol does not require Nigeria to have made the declaration under Article 34(6) for the commission to submit a case on behalf of the Nigerian victims before the Court.”

The open letter read in part: “If the victims see that a process for ensuring adequate compensation for the crimes committed against them in South Africa is underway, it will also discourage revenge violence and killings and help break the cycle of violence that is now spiralling beyond control in the country.”

“If the commission does not pursue a case for compensation for victims, the Nigerian government may compel it to do so before the court. The call for an effective remedy and reparation for the victims of xenophobic attacks and violence is overwhelming, and comes from direct victims and their families, from the Nigerian government and the leadership of Nigeria’s National Assembly.”

“Pursuing the case before the African Court and seeking adequate compensation in the sum of $10 billion (USD) would help to ensure justice to the victims and deter South African authorities and high-ranking public officials who incite hatred, violence and discrimination.”

“Pushing for payment of $10 billion (USD) compensation for Nigerian victims of xenophobic attacks and violence can demonstrate that the days of impunity for these crimes are gone.”

“This would also ensure the effective implementation of the commission’s Resolution ACHPR/Res.131 (XXXXIII) and Resolution ACHPR/Res.304 (LVI) as well as its press statements of 2017 and 4 April 2019, which expressed grave concern over xenophobic attacks that took place in 2008, 2015, 2017 and 2019 respectively.”

“Every African citizen in South Africa is guaranteed the rights to life and human dignity no matter their nationality or migration status. The commission should call on high-ranking political leaders in South Africa to immediately end public statements, which amount to advocacy of hatred or incitement to discrimination, hostility or violence.”

“The commission should consider the xenophobic attacks as amounting to serious and widespread violations of human rights of Nigerians in South Africa. The lack of accountability and adequate compensation for the xenophobic attacks and violence committed against Nigerians in South Africa for many years has fostered a sense that there are no consequences for violence.”

“SERAP notes that the African Commission has condemned the xenophobic attacks and violence, noting that ‘the attacks not only constitute possible violations of the African Charter on Human and Peoples’ Rights but are also contrary to the principles and ideals of African solidarity cherished in the African Charter.’”

“It is now time for the commission to move beyond mere resolutions and statements. The commission should pursue legal action to seek an effective remedy and reparation for victims, as the South African authorities have failed and/or refused to implement the commission’s repeated resolutions and statements.”

“SERAP is seriously that the African Commission, which is the main body mandated with promoting human and peoples’ rights on the continent—has so far failed to hold South African authorities to account for these crimes and to deter repeated violations and attacks against Nigerians.”

“South African authorities cannot expect Nigerian victims to resume their lives as though nothing happened. Time is of the essence as the failure and/or refusal by the authorities to respect the right of Nigerian victims to an effective remedy and reparation for the xenophobic attacks have continued to fuel repeated violence with devastating consequences and an entrenched culture of impunity of perpetrators.”

“Prior to the outbreak of the current xenophobic violence and attacks against Nigerians, the government of South Africa was failing to protect the human rights of foreign nationals in the country. Particular human rights concerns include restriction of the right to freedom of movement, violation of the right to life, equality, dignity and the security of their person and property as enshrined under Articles 3, 4, 5, 12 and 14 of the African Charter.”

“Significant efforts are needed to foster a culture of respect for the human rights of foreign nationals in the country. The commission should play a decisive role by beginning to call for broad human rights reforms that will ensure full protection and safety of Nigerians and other African citizens in South Africa.”

“The African Court has held that as long as the rights allegedly violated are protected by the African Charter or any other human rights instruments ratified by the State concerned, in this case South Africa, the Court will have jurisdiction over the matter if it is brought by the African Commission, pursuant to Articles, 2, 3(1) and 5(1) (a) of the Court’s protocol.”

“South African authorities have repeatedly failed and/or refused to take any meaningful action to end xenophobic violence and attacks against Nigerians, and address the root causes of these attacks. Also, the justice system has not satisfactorily dealt with the arrest and prosecution of perpetrators let alone ensure an effective remedy and reparation for victims.”

“The commission should also draw the attention of the Assembly of Heads of State and Government of the African Union to the xenophobic attacks and violence since they reveal the existence of a series of serious or massive violations of human and peoples' rights, as provided under Article 58 of the African Charter on Human and Peoples’ Rights.”

“It is important to invoke article 58 so that the AU can also consider taking punitive action against the South African authorities on their failure to implement their obligations under the Africa Charter and the AU Constitutive Act.”

“This request is entirely consistent with the African Commission’s rules of procedure and the Protocol to the African Charter on Human and Peoples’ Rights on the establishment of an African Court on Human and Peoples’ Rights. Taking this step will show that African Commission and African Court can cooperate in taking action against massive human rights violation in South Africa.”

“Over 200 Nigerians have been reportedly killed since 2008, several more have been displaced from their homes while more than 300 Nigerians have registered for evacuation from South Africa. Shops and businesses by Nigerians have been looted or destroyed, and high-ranking political leaders have deliberately fuelled the attacks and violence.”

“The impact of the violence and attacks on Nigerian women and children has been devastating, as children have been unable to attend school due to fear of attacks. Many Nigerians are now relocating their wives and children to Nigeria while they stay back to work in South Africa.”

“In February 2017, parents reported that xenophobic prejudice was being extended to local schools. For example, the Eastleigh Primary School in Edenvale, Gauteng threatened to refuse the children of foreign nationals access to education. In May 2008, more than 60 people were killed, more than 600 injured and over 20,000 people were displaced in the Gauteng and Western Cape Provinces.”

The open letter was copied to the Secretary, African Commission; Commissioner Solomon Ayele Dersso, Rapporteur for South Africa; Commissioner Lucy Asuagbor, Special Rapporteur on Rights of Women; Commissioner Rémy Ngoy Lumbu, Special Rapporteur on Human Rights Defenders, and Commissioner Maya Sahli Fadel, Special Rapporteur on Refugees, Asylum Seekers, Migrants and Internally Displaced Persons.

Imo Bail Out Funds: "N1 Billion Deducted From Imo Monthly Allocation"

Close to N1 billion naria is deducted from the monthly allocation accruable to Imo State to repay 26 billion naria bail out funds given to the Okorocha administration by the Federal Government.

This was revealed by Imo State Governor, Emeka Ihedioha in his speech to celebrate his 100 days in office in Owerri, Friday.

He explained his administration’s success in various sectors such as education, health, power supply, youth empowerment, agriculture, sports and provision of affordable housing soon

He said within 100 days in office, the State Internal Generated Revenue, IGR, increased from all time low of about 300m in July to 600m in August which made the State qualify for performance based grants of the World Bank and other multinational development institutions.

According to him, workers salary has been restored to 100 percent, backlog of local Government workers paid.

He added that all unjustly suspended Directors, have been reinstated and his administraion has reversed some underserved promotions and sponsored officers to capacity building programmes.

HERO Beer: Market Implications With Their Affiliation To South Africa Business - Food

SABMILLER (South African Breweries), Interfact LLC. based in Onitsha, Anambra State. Makers and owner of the Hero Lager beer, Eagle lager beer are fully South Africa Shareholdings.

There' have always been this wrong assumption that Peter Obi owns Hero beer which has attracted large patronage to the beer in the Eastern part of the country and Nigeria in General, but the unassailable truth is that South Africa breweries fully owns Hero 100%.

Peter Obi was just a business influencer, just like MTN has Pascal Dozie as a local face used for Local continent policy. South African Breweries in Nigeria making money to fund their Government at home to kill our own Nigeria brother. What an irony, taking advantage of the Nigerian people's Ignorance

For this alone, I have stop drinking HERO BEER and any other related drinks associated with SA.
